Dubai VARA grants Amber preliminary approval for VASP license in UAE

Amber International Holding Limited (Nasdaq: AMBR), operating under the brand name “Amber Premium,” an Asian Hong Kong based digital wealth management platform, has been granted a preliminary approval for Broker-Dealer Services, Management and Investment Services and Lending and Borrowing Services from Dubai’s Virtual Asset Regulatory Authority (VARA).

Amber Premium delivers exclusive access to digital asset opportunities for institutions and high-net-worth clients, and was recently included in the S&P Global Broad Market Index (BMI) in September of this year.

Renowned for delivering cutting-edge technology and exclusive access to digital asset opportunities for institutions and high-net-worth clients, the company has announced its inclusion in the S&P Global Broad Market Index (BMI), effective Monday, September 22, 2025. Spanning more than 14,000 companies from developed and emerging markets, the BMI serves as the essential foundation that institutional investors, ETFs, and strategy indices rely on to guide their investment decisions.

At the time, Vicky Wang, President of Amber Premium noted, “Joining the S&P Global BMI is an important step for Amber Premium, boosting our visibility among institutional investors and highlighting our commitment to the digital asset management sector.”

This increased Amber Premium’s visibility among institutional investors. Already the company serves 4,900 HNWI, UHNWI, and institutional clients.

In 2025, Amber Premium launched its institutional-grade digital asset treasury management services as the Company enters the digital assets treasury sector. The company already offers a full range of solutions including OTC trading, digital asset management, crypto payment solutions, and investment advisory services.

VARA is starting to license more digital asset management, lending and Borrowing service providers

VARA Dubai while having licensed multiple crypto exchanges, crypto brokers, and crypto custodians. Additionally some crypto exchanges also have licenses to offer crypto borrowing, lending and investment services such as OKX, Binance, and Crypto.com

But it now seems VARA is starting to offer preliminary licensing for more Management and Investment Services and Lending and Borrowing Services VASPs such Amber International and Vancelian.

The reason could be the increasing interest from institutional investors and HNWIs to invest in crypto.
