Jordan to release crypto regulations by end of the year

In a recent article in AGBI ( Arabian Gulf Business Insights), it was noted that the chairman of Jordanian’s Security Commission is preparing the crypto regulations after the Jordanian Cabinet ended its crypto ban in October.

The law allowing the dealing in crypto currencies in Jordan will be ready before the end of this year. JSC chairman Emad Abu Haltam said the new rules aim to “provide a secure encrypted environment based on transparency and trust. These regulations will include a clear framework for licensing brokerage and trading, custody services, platform operation, and financial services for offering and issuing virtual assets, in accordance with standards based on strong technical readiness, governance, working capital, and compliance with anti-money laundering and counter-terrorism financing requirements.”

In January Jordan’s cabinet tasked the JSC with developing a legal and regulatory framework with clear governance for dealing in virtual and digital assets within one year, after which it will be officially enforced.

The excerpt of the sixth annual Chainalysis Global Crypto Adoption Index, which looks at countries on both on and off chain data for crypto, while the Arab countries did not make it to top 20 of the list, Jordan did make top 4 out of top 10 global adoption by country when taking into it the population. MENA saw a modest 33% growth, suggesting a slower pace of adoption relative to other emerging markets, though total volume still exceeded half a trillion dollars.

In January, Jordan passed its virtual asset regulations which became applicable within the next 90 days. The law covers what is considered as virtual assets, which virtual asset service providers are allowed to be licensed as well as all the related AML and KYC requirements. Law No 14 of 2025, notes that virtual assets can be used for payments, investments, and more. It also notes that VASPs can be licensed as crypto exchanges, crypto payment providers as well as crypto custodians.
