UAE based Cequire Capital is allocating $100 million to early stage blockchain projects

Cequire Capital, a Dubai-based Web3 investment firm, is allocating $100 million of proprietary capital to early-stage blockchain projects in stablecoins and stablechains, AI and agentic payments, real-world assets, privacy infrastructure and post-quantum security. $50 million is ready for deployment with full deployment targeted by the end of first quarter of 2027.The commitment comes from Cequire’s own balance sheet, allowing the firm to deploy capital without raising a dedicated fund or relying on external limited partners.
As per the announcement, the capital will be deployed over three years across venture rounds and liquid token positions. The fund allocates 60% of its capital to venture investments, 30% to liquid assets and 10% to co-investment opportunities.
The fund plans to lead and co-lead pre-seed and seed rounds offering anywhere between $500K to $200K and states that it will hold liquid positions in tokens if that fits the thesis.
Co-investment will also be core to the strategy, and the fund is building reciprocal partnerships with digital asset VCs to share deal flow and invest alongside each other in rounds either side leads.
“Stablecoins, Tokenized assets and AI agents are becoming one financial stack, and it needs privacy and security that will survive quantum computing,” said Salman Parcy, Managing Partner of Cequire Capital. “We invest our capital, so we don’t have to chase fundraising cycles or deploy money just to meet a timeline. And we have been three years on the execution side of token markets, so we know a project’s real test is building a business that can solve real-world problems.”
The allocation is led by Parcy. He expects a new crypto bull market to start in the first quarter of 2027, which could see Bitcoin price surpassing $140,000. He also expects renewed interest in crypto from a new wave of emerging funds in the UAE.
Over the past three years, Cequire has worked with family offices across the Gulf and Southeast Asia on liquid crypto investments, OTC execution and token structuring. Cequire has invested more than $50 million across over 20 Web3 projects. Last year, it invested $1 million in blockchain infrastructure project Wyscale and $500,000 in digital asset platform TX24.
Where is Cequire Investing?
Cequire is focusing on five areas of blockchain infrastructure and financial technology. The first is stablecoins and stablechains, which includes infrastructure for issuing, transferring and settling dollar-denominated assets, including purpose-built blockchains for payments and treasury operations.
The second area is AI and agentic payments, including decentralized computing, verifiable AI inference, and payment and identity infrastructure that allows autonomous AI agents to transact. Tokenized real-world assets is another focus area, targeting platforms for bringing assets such as government securities, private credit and commodities on-chain.
Privacy infrastructure and post-quantum security are the remaining two investment areas. These include zero-knowledge technology and confidential computing designed to protect sensitive data while supporting compliance requirements and cryptographic systems, wallets and transaction-signing technology designed to withstand potential attacks from quantum computers.
