UAE Deca4 to integrate Avalanche into TDRA's UAE Pass

Avalanche announced that it had been chosen to power UAE’s national digital identity infrastructure, the UAE Pass Digital Vault, which was developed by the TDRA ( Telecommunications and Digital Government Regulatory Authority) in UAE to allow users to share verified official documents, while blockchain verifies their authenticity and ensures that the documents haven’t been altered. The collaboration brings together TDRA’s oversight of the UAEPASS Digital Vault ecosystem, Deca4’s local implementation capabilities and Ava Labs’ blockchain infrastructure expertise.

UAE PASS which now serves over 12 million people across the UAE is the country’s national digital identificaiton systems. Both residents and visitors have a secure way to verify their identity, sign documents and access thousands of government and private sector services.

infrastructure operating behind the scenes to help deliver secure and seamless services.”

In the press release it was noted that Deca4 and Ava Labs will jointly partner with TDRA to Upgrade UAE PASS Digital Vault with Avalanche Technology.

Deca4 will lead the implementation in coordination with TDRA, working with Ava Labs to integrate Avalanche technology as the Digital Vault’s underlying blockchain infrastructure. The upgrade will strengthen the platform’s scalability, performance and ability to support the continued growth of digital identity and verifiable documents across the UAE.

Avalanche technology will support the Digital Vault within the UAE’s national identity platform, which provides access to more than 15,000 services across over 350 government and private-sector entities.

In the Digital Vault system, blockchain cryptography is utilized to secure document authenticity, ensuring that official papers cannot be altered or tampered with when shared with service providers. The upgrade will modernise the blockchain layer supporting these capabilities and provide a high-performance foundation for the Digital Vault’s continued expansion.

The platform, The Digital Vault now also stores digital trade licenses, while UAE Verify, which uses blockchain allows instant, independent, authentication of these stored government documents. UAE Verify Blockchain platform in May of 2026 had issued over 34.5 million authenticated digital documents, and around 1.055 million processed supported document types from 29 federal and local government organizations.

“The UAEPASS Digital Vault has become part of daily life for millions of people in the UAE, and the trust they place in it is something we protect every day,” said Saeed Belhoul, Dgov Operations Director. “Upgrading the Digital Vault ensures the platform is built on infrastructure that can carry that responsibility for years to come.”

In August, The Telecommunications and Digital Government Regulatory Authority (TDRA) launched the “Digital Enablers Experts” (DEE) Program, an integrated digital training pathway designed to enhance the readiness of technical teams across government entities and private sector organizations, and enable them to integrate UAE PASS services into their systems efficiently and securely.

This is not the first governmental project in the UAE that DeCa 4 has been part of. In 2024 The Dubai International Financial Centre (DIFC) Courts in partnership with The Hashgraph Association and its partner in the UAE Deca4 Consultancy launched a DLT Hedera network enabled Digital Assets Will solution. Unveiled at GITEX Global 2024, live demonstrations showcased new service platforms, accessibility, functionality, and security protocol features.
