UAE Financial Intelligence Unit appoints Director for Virtual Assets

The UAE Financial Intelligence unit has appointed Abdulla AlSuwaidi, as Director of Virtual assets Intelligence. AlSuwaidi has more than 15 years of experience in the financial crime investigations space covering AML/CTF strategy.

On his LinkedIn page he notes that he has led high-impact initiatives across both the UAE public sector and the virtual assets ecosystem.

Previous to joining UAE’s Financial Intelligence Unit, he was working at Binance as a Special Investigator EMEA / Strategic Partnerships, where he operated at the intersection of Compliance, investigative intelligence, regulatory cooperation, and strategic execution, driving outcomes that strengthen institutional trust, operational resilience, and regulatory alignment.

He has already led 20+ complex crypto investigations, contributing to the disruption of multi-million-dollar illicit activity across the MENA region.

He notes in his post on his new appointment that the integrity of UAE’s financial system depends on staying one step ahead of those who would abuse it.

He adds that virtual assets have rewritten the rules. Explaining he says, “They move value across borders in seconds, with little regard for the institutions and frameworks built over decades. That is a challenge, but it is also an opportunity. The UAE has chosen to lead rather than follow, building one of the most thoughtful virtual asset regulatory environments in the world.
I am honoured to help build this new department from the ground up.”

In his new role he will turn data into intelligence, intelligence into action, and action into a safer financial system for the UAE and our international partners.

Today in the UAE, the focus is on how well virtual asset firms are operating within the standard. He adds, “For registered VASPs, the requirements are clear. A license from the competent authority, whether VARA, FSRA, DFSA, SCA or the CBUAE, is only the entry point. What sustains it is a living AML/CFT program: an empowered MLRO, risk-based due diligence, full Travel Rule compliance, timely Suspicious Transaction Reports filed to the FIU, sanctions screening and freezing, beneficial ownership transparency, and proper record-keeping. Under Federal Decree-Law No. 10 of 2025, virtual asset activity now sits squarely inside the national AML framework.”

Recently VARA Dubai ( Virtual Assets Regulatory Authority) in Dubai noted that virtual asset service providers operating within the UAE must establish comprehensive compliance structures that strictly align with the latest VARA AML CFT guidance.

This regulatory mandate requires firms to systematically assess their operational vulnerabilities to mitigate financial crimes, combat terrorist financing, and avoid severe legal penalties. Failing to build a structured risk environment can expose companies to massive financial fines, sweeping operational restrictions, and the permanent revocation of commercial licenses.

Most recently the UAE NAMLCFTPC (National Anti-Money Laundering and Combatting the Financing of Terrorism and Proliferation Financing Committee) published a report that covered their activity in financial crime in 2025. There was a surge in 2025 in financial crime enforcement with asset freezes and AML cases.

Law enforcement money laundering cases increased by 46%, rising from 646 in 2024 to 942 cases last year. Also noted was the value of frozen assets tripled to $41 million and requests for information increased by 20.7%.

In terms of VASPs and designated non-financial businesses and professions (DNFBPs), 781 inspections were conducted across financial institutions and VASPs, with penalties imposed reaching $105 million.

In the area of financial intelligence, investigations, and asset recovery, suspicious Transaction Reports increased by 20.8%, from 54,000 to 66,000 reports, and Domestic confiscations reached $1.15 billion, in addition to $204 million returned to victims.
