Circle Internet Group, Inc., a global digital financial technology firm, and the issuer of the USDC stablecoin has incorporates its entity in the ADGM, as part of its strategic expansion into the Middle East and Africa.

As per the announcement, Circle has also entered into a partnership with LuLu Financial Holdings (‘LuLuFin’), and its affiliates, one of the largest financial services conglomerates in the region, to facilitate remittances and cross-border payments with USDC, Circle’s fully-reserved digital dollar.

Circle’s mission centers on enhancing financial inclusion and accessibility by deploying a stablecoin infrastructure that addresses gaps in financial services while complementing existing payment systems, particularly in high-traffic remittance corridors such as those traversing the Middle East. The partnership with LuluFin exemplifies this vision, deploying USDC as a robust platform to enable near-instant payments that enhance operational efficiency and reduce transaction costs.

LuLuFin operates across the Gulf Cooperation Council (GCC), Indian sub-continent and APAC region, managing over $10 billion in annual transactions. Through this partnership, LuluFin will optimize remittances and cross-border payment flows using USDC, initially targeting corridors between the Middle East and Asia, as well as Europe. By leveraging USDC, LuLuFin will benefit from increased liquidity and reduced volatility, while harnessing the speed, immutability, and traceability of blockchain technology.

This comes just after the announcement that AE Coin has been issued the first stablecoin license in the UAE by the Central Bank of the UAE.

Tether also intends to issue its AED stablecoin in the UAE at the onset of 2025.

Tether, issuer of stablecoin USDT, through its Investment division has financed a physical crude oil transaction, in the Middle East, between a publicly traded super-major oil company and a top-tier commodity trader worth $45 million. The transaction which was completed in in October 2024, facilitated the loading and transporting of 670,000 barrels of Middle Eastern crude oil. This was Tether Investments’ first crude oil transaction in the region.

Tether has been steadily growing its presence in the Middle East announcing that it will be launching the AED stablecoin in UAE. 2024 is proving to be a landmark year for stablecoins in the UAE. Through the first half of the year, the value of stablecoins received by services, particularly on centralised and decentralised exchanges (CEX and DEX) in the country totalled over $9.8billion, a 55 per cent spike over the $6.3billion received over H1 2023.

Consequently, stablecoins now account for the largest share of crypto activity in the UAE (51 per cent), which stands significantly higher than both Bitcoin (19 per cent) and Ether (9 per cent), which are typically considered to be the most recognized and popular cryptocurrencies.

Yellow Card (https://YellowCard.io), the first licensed Stablecoin on/off ramp on the African continent, has closed its Series C financing. AED Stablecoin LLC announced that the Central Bank of UAE has provided it with in principle approval to launch and establish its own stablecoin, AE Coin. This comes after the Central Bank of UAE announced the “Payment Token Services Regulation”; Circular No. 2/2024, dated 7 June 2024, to be licensed by the Central Bank of the UAE.

As per the press release, the license will enable AED Stablecoin to be the first-ever entity in the UAE to issue AED Stable Coins, in line with the government’s forward-thinking vision and the UAE’s Digital Government Strategy 2025, AE Coin promises to revolutionize financial services by offering unparalleled stability, security, and efficiency.

Tether had also previously announced it was seeking a license to launch its own AED stablecoin.

Tether stablecoin on its 10th anniversary announced that it was one of the top 20 largest buyers of U.S. Treasury bills, surpassing the holdings of UAE. The company also announced that it had surpassed 350 million users just a decade after its 2014 launch.

According to recent data released by the company, Tether’s user base expanded by 24% over the past year alone, jumping from approximately 282 million users in October 2023 to its current level. This growth is even more striking when compared to October 2022, when the platform had roughly 141 million users, less than half of today’s figure.

With a current market capitalization of $119.8 billion, Tether’s USDT token significantly outpaces all other stablecoins in circulation.

The company reports substantial holdings in U.S. Treasuries, positioning itself as a significant player in government securities markets. “As of its Q2 2024 Attestation, Tether had direct and indirect exposure to over $97 billion in U.S. Treasuries,” the company stated. “This makes Tether one of the top 20 largest buyers of U.S. Treasury bills, surpassing the holdings of countries like Germany, the United Arab Emirates, and Australia.”

Tether argues that its significant Treasury holdings strengthen the dollar’s international influence, with USDt serving as a trusted digital representation of the world’s reserve currency.

Tether recently announced it would be launching a UAE Dirham backed stablecoin.

UAE Cypher Capital, a multi strategy crypto investment firm, has invested along side lead investor CMS Holdings and Rocktree Capital in Satoshi Protocol, the first stablecoin protocol backed by Bitcoin. Satoshi Protocol has raised $2 million in its seed round.

As per the press release, Satoshi Protocol will utilize the seed funding to strengthen its security measures, expand integrations across multiple Layer 2 solutions, and increase its global presence. The protocol has integrated across platforms within the Bitcoin ecosystem, including BOB, Bitlayer, BEVM, Core Chain, Botanix, B^2, Alys/Anduro (Marathon Holding), and Omni Network. It recently collaborated with Binance Web3 Wallet Campaign, engaging over 172,000 users.

Satoshi Protocol enables users to collateralize BTC/LST to mint the stablecoin $SAT on both Bitcoin mainnet and multiple Layer 2, pioneering a utility and stable asset on the Bitcoin ecosystem.

This is the second Bitcoin startup investor for Cypher Capital this year. It invested in February in Velar DeFi startup. It also co-led a $2.4 million investment round in German blockchain data analytics firm BitsCrunch.

The Blockchain scene is witnessing increased investments in stablecoin solutions and payment platforms. PEXX a fintech startup specializing in cryptocurrency and blockchain technology, today announced the successful closure of a $4.5 million seed funding. The investment will propel the development of the company’s innovative stablecoin to fiat payment platform.

Paxos International, a UAE-based affiliate of Paxos, announced the launch of Lift Dollar (USDL) – a yield-bearing stablecoin issued under regulatory supervision of the Financial Services Regulatory Authority (FSRA) of Abu Dhabi Global Market (ADGM) in UAE. The Lift dollar (USDL) stablecoin is now available to consumers in Argentina via distribution partners Ripio, Buenbit, Manteca and Plus Crypto. 

As per Paxos International press release, USDL is unmatched in the market as holders earn overnight yield from short-term, minimal-risk US government securities and cash equivalent assets held under the safe protection and custody requirements of the Financial Services Regulatory Authority (FSRA) of Abu Dhabi Global Market (ADGM). Under the FSRA’s license Paxos International is required to hold only high-quality liquid assets to back USDL – US dollar deposits, short duration US treasuries and cash equivalents. It is required to ensure that USDL will maintain 1:1 parity with the US dollar and consumers can redeem their tokens for fiat at all times. 

This reserve structure is like other Paxos-issued US dollar stablecoins that are backed 1:1. USDL is issued permissionlessly on Ethereum and pays yield programmatically on a daily basis to token holders.

According to the press release, USDL marks an important innovation in democratizing overnight yield by shifting interest earned on stablecoin reserve holdings directly to eligible end holders from the central issuer.

Using an Ethereum smart contract, USDL distributes the yield generated from its reserves to eligible wallet addresses daily without requiring any additional steps by the token holder.

Paxos will retain an issuer fee and pay out the remaining yield earned based on prevailing daily market conditions. Companies in permitted jurisdictions interested in enabling USDL on their platforms can onboard with Paxos International.

Tether Operations Limited, creators of USDT digital currency has signed a Memorandum of Understanding (MoU) with RAK Digital Assets Oasis (RAK DAO). As per the press release this is the first step towards the launch of several strategic initiatives to help foster the adoption of Bitcoin technology and stablecoins in Ras Al Khaimah (RAK) UAE.

In collaboration with RAK DAO, Tether will help facilitate crypto payment adoption in the region and design blockchain-focused education programs.

UAE based Medad Holding a leading conglomerate of diverse tech startups and Franklin Templeton (Templeton International, Inc.,)  a global investment management organization building blockchain tech solutions, have entered a memorandum of understanding (MOU) to form a new joint venture in the United Arab Emirates to develop a tokenized digital asset from the UAE that aims to combine the yield-bearing component of a money market fund security with the ease of use and portability of a stablecoin.

The new “yieldcoin” construct would offer investors superior use cases for cash and collateral payments and mark an innovative step forward in bringing together the traditional and new blockchain-based financial rails.

“Yieldcoins will combine the best of both worlds,” according to Mohammed Alshaiba Almazrouei, Chief Operating Officer, Medad Holding. “It provides the medium of exchange, unit of account, and ease of use of a stablecoin with a potential for growth by being linked to interest-bearing assets. Diment, with a presence in UAE, within DMCC ( Dubai Multi Commodities Centre), a virtual asset service provider that is issuing a stablecoin backed by diamonds, has received an initial approval for a license from Dubai’s virtual asset regulatory authority (VARA). Diment will act both as a digital currency and a digital asset for store of value.

As per Diment website, the Diment Dollar is a digital product that redefines the concept of “value-security” in the financial world by reinventing the present stablecoin model. As the first Stablecoin with a fixed price of 1 USD and a token supply fully backed by the underlying diamond reserve value in USD, Diment Dollar operates in a reverse mode compared to present stablecoins by creating value first.

In a press release, Diment VA Exchange Services DMCC announced its Initial Approval from the Virtual Asset Regulatory Authority of Dubai – VARA. As per the press release, “This Initial Approval marks a significant milestone for Diment, setting the stage for future regional growth and development in the Crypto Space. While the Initial Approval is a pivotal achievement, it does not yet allow the commencement of any virtual asset activity in or from Dubai. Diment emphasizes that it is still in the process of working towards receiving the full VASP license and approval from VARA.”

VARA has included stablecoin regulations amidst its framework, so it would seem that VARA could become the first regulatory authority to regulate a stablecoin VASP.

The supply of stablecoins circulating on blockchains is increasing, with investors adding $4.2 billion worth of dollar-pegged cryptocurrencies since the start of the month. April 2 was the biggest day for stablecoin inflows with $1.38 billion worth added, data from DefiLlama shows. It’s the biggest single-day increase since March 11 2023.
