Binance, crypto exchange has received its Minimal Viable Product (MVP) license from Dubai’s Virtual Asset Regulatory Authority (VARA). Local bank clients approved by VARA will be able to utilize the Binance platform. Users will benefit from higher consumer protection levels because Binance is now a fully regulated platform in Dubai.

Binance is now able to open a client money account with a UAE local bank and provide services to qualified customers. Services include, virtual asset exchange services, conversion between virtual assets and fiat currencies, transfer of virtual assets, custody and management of virtual assets, virtual token offering and trading services and virtual assets payments and remittance services

His Excellency Helal Saeed Almarri, Chairman of VARA said, “We are pleased to have Binance licensed to operate within the VARA MVP Programme. The VARA regime aims to strike an effective balance between value creation and risk mitigation, enabling open market innovation while assuring protection for the economically vulnerable. The MVP Phase, is designed for select global players across the value chain, that are committed to responsible industry participation and VARA looks forward to Binance being an active contributor, reinforcing Dubai’s commitment towards creating a next-gen secure ecosystem for this future economy.”

Animoca’s brand, the Sandbox announced during the 62 edition of the True Global Ventures Conference that it will be bringing its metaverse strategy to Dubai, with the ‘Dubaiverse’. It will work with local partners including Khaleej Times media outlet. 

Animoca Brand’s Dubai-themed metaverse will follow the blueprint of its subsidiary Sandbox’s Hong Kong “Mega City,’ a gaming metaverse and virtual cultural hub based on the Asian financial hub of Hong Kong.

As per the news on Forkast, the  Dubaiverse will be built through local partnerships, In doing so, the Hong Kong-based blockchain game specialist will partner with firms in the film, music, entertainment, acting, finance, real estate, and gaming industries.

Sebastien Borget, cofounder and chief operating officer (COO) of Sandbox Paris, added, “Other planned location-based metaverses are in the works for Singapore, Korea, and Turkey.”

Dubai’s virtual asset regulator was the first regulator in the world to purchase a piece of land in Sandbox. Borget noted, “It’s been a key moment, and from there, we’ve been able to attract other major local partners and brands.”

Mehtap Onder, Managing Director for Dubai at GCEX, a digital brokerage firm, said they will also enter Animoca’s metaverse, offering virtual asset education in a way that couldn’t be accomplished before. 

The Dubaiverse will also have a local news partner, in Khaleej Times following a similar partnership between Hong Kong’s Sandbox and local newspaper the South China Morning Post.

“As publishers, business models are being challenged all over the world, and new business models come into this space, it’s a really important strategic move for us,” said Sohail Nawaz, Chief Digital Officer of Khaleej Times. 

True Global Ventures with a presence in the UAE announced its total investments in Animoca Brands have reached US$38 million.

Lawrence H. Summers, the renowned American economist who served as the 71st United States Secretary of Treasury from 1999-2001 under Bill Clinton, as well as the Director of the National Economic Council from 2009 to 2010 under Barack Obama, will be offering his insights into the global economy and financial markets as well as his views on crypto and Blockchain during the 13th edition of AIM Summit being held on the 21st and 22nd of November 2022 in Dubai UAE.

He has touted crypto as being one of the most important innovations of this period akin to Digital Gold, and praises stablecoins yet believes global digital currencies are still at a nascent stage. 

Blockchain.com announced on twitter that it has signed an MOU with Dubai Virtual Assets Regulatory Authority ( VARA)which they say means that soon both retail and institutional clients will be able to access Blockchain.com through Dubai UAE.

The post goes on to add that crypto investors in Dubai and its surrounding regions will soon be able to experience Blockchain.com’s full suite of retail and institutional brokerage tools including custodial services, an exchange, and OTC crypto brokerage services for institutional clients.

Blockchain.com also noted that they are opening a local office and will be hiring in the region. As they stated, “We are also actively pursuing a local Minimum Viable Product license, followed by a full license as soon as it becomes available.”

Already Blockchain.com is licensed in the U.S. and several other European jurisdictions, and is actively pursuing a license in Germany, Netherlands, France, Spain and Ireland. Blockchain.com is valued at $14 billion. 

To date VARA has licensed Binance and FTX with a fully regulated MVP License which is what Blockchain.com is seeking to have. In addition VARA has provided BitOasis, ByBit, CoinMena, CoinMetro, Crypto.com, GCEX, Huobi, MidChains, Rain and OKX with preliminary licenses.

VARA has yet to make an announcement with regards to Blockchain.com

As International crypto exchanges expand their regulatory territory with some hiring, others such as regional crypto exchange RAIN continue to reduce their employee base. RAIN announced a reduction of 20 percent of its workforce in the past weeks.

Dubai ultra-luxury Hotel Palazzo Versace is now accepting crypto payments through Binance. The hotel will allow guests to pay for dining, stays, and spa experiences using cryptocurrencies.

The hotel located in Jaddaf Waterfront has partnered with Binance, cryptocurrency infrastructure provider, to offer the guests the possibility to settle payments in various cryptocurrencies such as BNB, Bitcoin, and Ethereum. These transactions will take place through Binance payment gateway.

Starting from 7th September, the hotel will accept crypto for room stays, restaurants, meetings, and events, all the guests will have the option to pay at the property using the Binance application. The next phase, online payment integration, will go live soon after. Palazzo Versace Dubai will also accept cryptocurrency payments on their eCommerce platforms, which include Gift Vouchers and Flower Shop.

WadzPay, blockchain payments provider operating in the UAE, has teamed up with DIFC (Dubai International Financial Centre) Fintech Hive and Emirates NBD accelerator program, to offer payment features in the metaverse. This is a huge undertaking given that the metaverse economy is predicated to hit $13 trillion by 2030.  

Moreover this is especially significant in the UAE given that Dubai announced its metaverse strategy in July 2022. As per the strategy Dubai wants to attract 5000 blockchain and metaverse companies to the city by 2027. DIFC has been working through its regulatory arm DFSA to ensure the proper regulatory environment for crypto tokens, security tokens, and is considered by VARA as one of the entities that can house regulated companies in this sphere.

Raja Al Mazrouei, Executive VP of DIFC Fintech Hive was quoted saying, “The 10-week global accelerator programme for metaverse start-ups reaffirms our commitment to support Dubai’s ambition to be among the top 10 metaverse economies in the world.”

We all know that for the metaverse to be successful, payment services in the metaverse will not only have to be seamless but extremely secure as well as compliant. Each metaverse will have to have a robust payment method or it won’t be a fully functional experience.

Noteworthy as well is that Emirates NBD has stated that it intends to build up its 3D capabilities, creating virtual worlds to augment the customer experience and enabling a decentralised payment infrastructure for customers to create, monetise, buy and sell digital assets and services.

Now let’s put it all together, Dubai wants to be a metaverse hub; the UAE has already piloted a CBDC project not only with Saudi Arabia but also other central banks with the wholesale CBDC project Mbridge which is in partnership with BIS and Hong Kong Monetary Authority, Thailand and Central Bank of China. The Mbridge pilot has already commenced with commercial banks in 2022.

So far 105 countries across the globe are exploring CBDCs, with only 9 percent of countries having actually launched a CBDC.

For those not familiar with WadzPay, it is an interoperable and agnostic blockchain payments ecosystem that was founded in Singapore in 2018 but is currently operating across Asia and the Middle East with offices in UAE. As per their website, the company has been working with large payment companies, banks, on CBDC rollouts and digital assets transactions and settlements.

So when Anish Jain Founder & Group Chief Executive Officer of WadzPay announced on LinkedIn, that the company is working with DIFC Fintech hub and Emirates NBD accelerator program to enable financial services in the metaverse, it was newsworthy.  

LaraontheBlock, asked Jain what this meant and how they were working with DIFC, his reply, “WadzPay established its presence in UAE in 2020 with its DIFC entity. The DIFC FinTech hive provided tools to grow our business. It is also the breeding ground for innovation. WadzPay Chain is purpose built for payments and is metaverse ready. Together with the WadzPay payments ecosystem it will provide users with optionality, agility and access into the metaverse while making traditional payments efficient.”

In conclusion, maybe we will be witnessing the first complete financial service and payment offering in a metaverse experience within the UAE sooner than we think. A digital wallet that would or could hold CBDC, stablecoins, crypto that users in the metaverse could utilize for the purchase of digital assets or representations of physical assets as NFTs securely and compliantly.

We will know which start-ups have been chosen to implement these projects with Emirates NBD as they will be announced during Gitex2022.

 In the end it is only when you can garner valued economic activity in the metaverse will the metaverse actually have any sort of true utility.

On the side-lines, it was also interesting to see that WadzPay had signed a strategic partnership with FIGA an enterprise in the Republic of Congo to tokenize the rights of reserves of potash, phosphate and iron which will be extracted over the next 25 years. WadzPay is expected to tokenize $4 billion worth of assets for foreign direct investment.

WadzPay also partnered with Algorand Blockchain where it will utilize Algorand platform in multiple proof of concept-stage projects including Asia and Africa-based CBDC launches.

Dubai’s Virtual Asset Regulatory Authority (VARA), with the commencement of its Minimum Viable Product (MVP) Phase, has announced Regulatory Guidelines on Marketing, Advertising and Promotions of VA across the Emirate of Dubai.

The new VARA regulations specifically address marketing and communications activities, ahead of operationalizing the MVP licensees so that any mass-market information dissemination and consumer solicitation are designed to safeguard community interests.

Regulations on Marketing, Advertising and Promotions of Virtual Assets cover all forms of outreach, communications and advertising, including publication of information, awareness building, customer engagement, and/or investor solicitation.

VARA rules extend to VA related communications by any entity leveraging Dubai-based media sites, search platforms, and online or off-line publishing channels that explicitly target customers within the Dubai market, establishing guardrails on permissible audience segments, in addition to content obligations.

Equally all content dissemination channels operating from Dubai are obligated to act responsibly, and ensure compliance with prevailing Guidance as it pertains to VA communications facilitated via their platforms.

VARA guidelines further detail the obligations of Dubai licensed VASPs and any advertising platforms that are positioning VA content across traditional and new-age media channels for the Dubai market, to ensure factual accuracy, explicitly demonstrate any promotional intent, and in no way mislead on the guaranteed nature of their returns.

The principles are supplemented by rigid enforcement standards and penalties for non-compliance that collectively provide market confidence ahead of MVP operations, as it augments marketing, data protection and consumer protection laws that have been well embedded across the UAE.

UAE based La Boulangerie, a French bakery whose goal is to bring quality standards that will revolutionize the food delivery industry, is raising capital for its venture through Blockchain enabled P2P Security token investment platform STOKR.

STOKR based in Luxumborg, is regulated under EU MiFID II law. The issuance of securities is governed by EU regulations and is available in a number of European countries. Both individuals and legal entities can invest on STOKR.

Investors with just 100 USD can invest in La Boulangerie, as the token price is 1 USD, but a minimum investment of 100 USD is required. Investors can invest using Euro, USDT (ERC20), Bitcoin USDT liquid and other cryptocurrencies.

As per Stokr website, the bakery will initially set up shop in the city of Dubai in the UAE but plans to expand across the UAE and GCC region. The food and beverage market in the UAE, particularly in Dubai, is already sizable with more than 11,000 businesses. Prominent established players dominate the bakery industry with more than 200 bakery-cafes in Dubai.

Utilizing Liquid blockchain allows for a direct link between ventures and investors, which mean investors, own the securities directly through the Security token, and verification is done over the blockchain.

In an AMA session, Adam Schneider, CEO of Le Boulangerie states, ”We ‘re focusing on quality which is something they do not, they compete mostly on prices and even with the prices that currently see here in Dubai and the UAE, there is a margin high enough for us to make quality while still matching their pricing.” Adam is an avid bitcoiner who has been in the space for past 12 years.

Arnab Naskar, the Co-founder of STOKR in an interview stated, “We want to provide people with direct ownership of assets when it comes to the stock market in the form of security tokens. Happily we are seeing interest from countries like Egypt, who have a young generation and these guys will be getting deep into the blockchain and crypto assets much more over the upcoming period. So we are quite also happy to support those audiences.”

He adds in the interview, “We have a very interesting bakery, French bakery in Dubai, which is raising money on STOKR. It is an interesting business, a mom and pop show. They may not become a unicorn, but they will definitely be a zebra in their own market. These kinds of products can  provide an interesting return for STOKR platform investors. So I see there is also a trend for this kind of alternative investment market to really grow in the coming years.”

La Boulangerie has raised over $261,000 from nine investors so far. Their security token  is listed under the ticker “BAKER.” La Boulangerie is currently focusing on setting up their production center in Dubai. The production center should be ready by October 2022. The STO offering is still open as they seek to raise 2.5 million USD.

On a side note, I wrote this piece and highlighted this story, as I think it will be interesting to see when the UAE itself will announce the regulation of security token offerings. In my opinion, this would bring in more alternative investments into the startup and Small and Medium Sized businesses in the UAE and GCC region.

21Shares, one of the largest issuers of cryptocurrency exchange traded products (ETPs), has expanded to the Middle East and hired Sherif El-Haddad, to Head the Middle East office from Dubai UAE.

As per the announcement, Sherif El-Haddad Crypto ETP issuer sets up MENA base in UAE joins 21Shares  in Dubai, where he will lead 21Shares’ market expansion in the region. 

El-Haddad previously served as Head of Asset Management at Al Mal Capital. Before that, he was the Managing Partner of Pearl Capital Management and led the asset management division of EFG Hermes for over 13 years. El-Haddad has extensive experience in the financial services sector across the Middle East and a broad set of capabilities and networks. El-Haddad holds an accounting degree from The American University in Cairo.

 As per VARA website in terms of native crypto exchanges, 13 crypto asset exchanges hold licenses. They include both international and regional players such as Binance, BitOasis, ByBit, CoinMENA, CoinMetro, Crypto.com, FTX (fully regulated with MVP license), GCEX Huobi, Midchains, Rain and OKx.

In terms of DeFi custodians, VARA has registered Hex Trust, Komainu, Monstera and ZampFi Labs . Hex Trust as one example is a fully-licensed and insured provider of bank-grade custody for digital assets. Through their proprietary platform Hex Safe™, they deliver custody, DeFi, brokerage, and financing solutions for financial institutions, digital asset organizations, corporate and private clients.

While ZampFi, is founded by: Amit Jain who was previously the Managing Director at Sequoia Capital. ZampFi is a digital banking entity.

VARA is also offering regulated licenses for DeFi asset managers. Names on the roster include Brevan Howard, Fintonia, Galaxy Digital, Nine Blocks and Noia Capital.

Bravan Howard asset management firm on Dubai VARA’s list has recently pulled off the largest crypto hedge fund launch as per the Block media. The firm’s flagship digital assets focused vehicle raised more than $1 billion from institutional investors, according to four sources with knowledge of the matter.

Brevan Howard Digital Asset Multi-Strategy Fund lost a scant 4% to 5% from inception through the end of June 2022, according to the source, even as the one-two punch of the implosion of Terra stablecoin UST and the insolvency of crypto lenders, such as Celsius and Voyager, locked price action and liquidity into respective death spirals.  “Their returns, relative to the market, are unbelievable,” another source adds.

Their strategies, including quantitative trades and relative-value plays, are implemented by teams of portfolio managers structured in so-called “pods” that feature supporting analysts and engineers. The division, additionally, now has more than 20 external blockchain engineers working under full-time retainers.

The global-macro-focused Brevan runs about $23 billion overall across a wide range of asset classes.

Brevan Howard Digital Asset Multi-Strategy Fund remains open to external capital, pursuant to a minimum check of $5 million. Its limited partners include a number of the world’s largest and most sophisticated hedge fund investors, including entities that have historically exclusively backed traditional financiers.

Recently added is Nine Blocks Capital Management which was launched by PwC’s former global crypto head Henri Arslanian. Nine Capital has launched a $75m crypto hedge fund focused on institutional investors with the aim of becoming the world’s leading institutional grade crypto asset management firm as per a statement from the fund on launch.

The new fund is backed by $75m from Hong Kong-based hedge fund Nine Masts Capital Management, with additional investments from other partners.

Noia Capital has also joined the roster and is a Luxembourg based actively managed alternative asset manager pursuing excellence in digital assets and blockchain technology investments. As per the website the company is registered with CSSF and FSMA.

In terms of DeFi service providers the list includes Amber Group, Equiti, ScallopX, and TPS Capital.

VARA has also offered licenses to DLT platforms that include names such as Calvin Cheng Web3.0 Holdings, Mcontent, Polygon, and Woonkly Labs.

Finally in terms of DeFi services VARA has the following registered entities, BRE Holdings, Eros Investments, Hike, and Prypto.

VARA has yet to license NFT marketplace entities, crypto mining entities, and security token platforms.
